How to apply for a Disaster Victim Certificate

Hachinohe City will accept applications for [Disaster Victim Certificates] from people who suffered damages from the major earthquake on March 11th.

Disaster Victim Certificates

Disaster Certificates are documents for people who need to apply for insurance money or loans to use for restoration costs.

What you need to apply

  • Photos that confirm the extent of damage (If possible, something printed)
  • Personal seal (hanko)
  • Something that proves your identity.

Where we will be accepting applications

Private Citizens

  • Hachinohe Portal Museum [hacchi] 5th Floor
    (Hachinohe City Mikka Machi)
    •  Dates: For one month from March 17th 
    •  Hours: 9:00 am to 6:00 pm
       
  • Residential Taxes Section (Jumin Zei Ka)
    at the Hachinohe City Office Bekkan (the newer building) 3rd Floor
    •  Hours: From 8:15 am to 5:15 pm

Corporations

  • Commercial Policy Administration Group (Shoko Seisaku Ka)
     at the Hachinohe City Office Bekkan 5th Floor
    •  Hours: from 8:15 am to 5:15 pm

Things we ask of you

  • In order to issue a Disaster Victim Certificate, we may have to perform an on-site inspection. Please understand that it may take time.
  • For private citizens, due to the large extent of damages from the earthquake and the tsunami, for the time being we will focus on homes that have a large amount of damage or homes that were flooded. In other words, right now we are focusing on people who have experienced damages that are likely to affect daily living. Please be understanding and cooperative.
    (Those who do not fit the above description, please take photos that confirm the damage and store them)
